Russia has been increasing it's trade with Iraq under the oil-for-food program, selling $2.5 billion worth of goods in 2001. This was nearly twice the Russian sales in 2000. Russia has consistently pushed lifting UN sanctions on Iraq. Russia is also owed billions of dollars by Iraq for weapons bought in the 1980s.
