The United States is increasing it's work with Iraqi dissident groups and individual dissidents and exiles in an attempt to form a large enough opposition group to create a new government. The problem remains that the Iraqi opposition is divided into many factions, particularly those divided by ethnicity (Kurds and Arabs) and religion (Shiite and Sunni).
