 North Korea casually admitted that it had nuclear weapons, but in typical East Asian fashion, would not explicitly say what they were going to do next. It is generally understood that the North Koreans might sell such a weapon to the highest bidder. But first they would have to test their weapon design, and there is no sign that this has been done yet.
