 The US imposed largely symbolic economic sanctions on North Korea for the export of SCUD missiles to Yemen last year. There were no sanctions against Yemen, because Yemen is helping the US in the war on terror. Moreover, catching these shipments in international waters does not allow them to be seized if the missiles have been sold to another nation that is not under any kind of international embargo. Thus SCUDs sold to Liberia or Iran could be seized by American warships.
