Since June 15th, when a hot-line communications system between the north and the south was established to prevent more naval battles off the west coast of Korea, South Korean ship captains have called 43 times, but only been answered by northern ships moving south, 20 times. As usual, the north has made an agreement, and promptly broken it. Northern ships continue to cross the sea border off the west coast.
