The growing lawlessness takes many forms. In the southwest city of Ibadan, fifteen people were killed by a mob that suspected them of children for black magic rites. Although most Nigerians are Christians or Moslems, there is still widespread belief in magic. It is believed that the most powerful magic can be conjured up with the ritual sacrifice of children. The police are reluctant to get in the middle of vigilante violence directed at suspected practitioners.
