The man suspected of building the bomb used in the Mombassa, Kenya suicide bomb attack last month, is believed to have fled to Somalia. Kenya's Moslem minority (about ten percent of the population) contains thousands of radicals and al Qaeda supporters. But these terrorism supporters cannot operate openly. In Somalia they can, because there is still no government in Somalia, only local warlords and tribal leadership.
