The economy, despite the lack of a central government, is recovering. This is done via businessmen, both local and foreign, who hire reliable security forces, or make deals with warlords, to enable their businesses to operate. The most obvious enterprises are those that provide cell phone service. But there are also others hidden away, like the banana growers and exporters. The economic operations have created a patchwork of stability in a country still largely out of control, and hammered by bandits and rapacious warlords.
