Trying to improve its image with NGOs, Sudan's government in Khartoum offered to let the NGOs threatened with expulsion from areas controlled by the rebel SPLA operate out of Khartoum. As FYEO reported, the SPLA wanted the NGOs to sign a "memorandum of understanding" and many refused to meet the conditions. Given teh Sudanese government's record, read this as a propaganda ploy.
