The UN has withdrawn aid workers from several refugee camps in Chad. This is because of violence by refugees, and between refugees and locals tribesmen. Often the refugees belong to the same tribe, but different clans. Old resentments and feuds have returned, as well as disputes about how relief aid is to be distributed. Tribal leaders want to control distribution of aid, but the NGOs and UN aid workers will not allow that.
