Secretary of State Albright told a House subcommittee on 1 March that she was considering a plan to create a new Undersecretary of State for Security, a single high-ranking official who would be responsible for protecting US embassies and consulates from spies and terrorists. Congressman Harold Rogers, chairman of the subcommittee, supported the idea and called for its swift implementation. A recent audit by the State Department's Inspector General found that 1,700 documents had been handled in ways that compromised their security and that there were a total of 214 security
