Japan has doubled to $200 million its pledged contribution to help dispose of old Russian nuclear submarines (by some method other than sinking them in the ocean anywhere near Japan). Given the high costs involved and Russia's lack of money, Japan will almost certainly have to expand the program with more cash.--Stephen V Cole
