Tajikistan has agreed to allow Russia to establish permanent military bases in the country. In return, Russia will invest $2 billion in Tajikistan over the next five years. In addition, $240 million owed to Russia will be written off. Russian troops will also be replaced, at Afghan border guard posts, by Tajik troops. Russia will station nearly 10,000 troops in Tajikistan.
