  Chad's government finances are watched by the World Bank, a condition for receiving World Bank loans. It was recently discovered that the government was trying to get around these agreements by transferring $4.1 million to military spending. The government is eager to beef up the military so they can deal with a rebellion in the north. Rebels first made this claim, causing the World Bank to look into the matter and confirm the transfer.
