For reasons still not clear, Chinese police have established a pattern of arresting Chinese who are American citizens or or permanent residents of the US. The effect is to make such people wary of traveling to China. The communist government has long been wary of "evil foreign influences" and outside ideas coming from Chinese born people are more likely to be believed by Chinese.
