FARC is now offering to exchange kidnapped officials if the government can get back FARC leaders who have been extradited to the United States. This is a bargaining ploy, as the U.S. would never give up one of these high level drug lords. But the government also has to be careful what it offers in exchange for kidnap victims, as that could just encourage more kidnappings.
