  Pakistani police stopped a cab at a checkpoint and found a staff member of the Indian High Commission carrying a bomb and money. The man said he had instructions to deliver to someone else for use in a market bombing. India and Pakistan have long accused each other of sponsoring terrorism in each others countries, and from time to time proof of these charges emerges. In Kashmir, Moslem rebels killed a local politician, three members of his family and a policeman. Elsewhere in Kashmir , a former rebel was killed by rebels. In a daring attack, rebels dunamited power transmission towers, cutting off the electric supply for most of the province. .
