In Kashmir, rebel violence left five soldiers, two rebels and four civilians dead. Rebels are apparently increasing their activity after being disappointed that despite their efforts, some 47 percent of voters turned out for the first phase of state elections. The next round of voting takes place next week. 

The US announced that it believed that rebel movement into Indian Kashmir from Pakistan has increased. Pakistan has insisted the movements have decreased.

India has said it has no plans to reduce the number of troops (700,000) it has massed on the Pakistani border. 

In Pakistan, police raids continue, leading to the arrest of suspected terrorists and seizure of weapons and munitions (including 64 grenades and 55 rockets.)
