India accused Pakistan of backing off on its pledge to stop Islamic radicals from crossing the border into Indian Kashmir. India said they detected only 17 men trying to cross this past January, but that slowly rose to 117 this past July. India is killing or capturing more of these men, but is dismayed at Pakistan's inability to control the Islamic militants in Pakistani controlled Kashmir.
