The government is trying to defang the East Timor anti-separatist militias, which are still active in West Timor (and covertly in East Timor) by offering them government jobs. This will be expensive, but arguably less expensive than allowing these militias to continue in operation. Trying to disarm them by force could lead to a guerilla war.
