Iran feels it is losing the war on drugs. There are at least three million addicts among the country's young, and largely unemployed population. Some 70 percent of the nation's prison population of 150,000 are in for drug offenses. While the border guards are seizing about 20 percent of the 1,000 tons of drugs coming over the border from Afghanistan each year, the rest makes its way into the hands of the country's addicts. Crime has gone up as the addicts steal to pay for their drugs.
