The police have arrested at least 4,000 protestors this month, and at least 2,000 remain in jail. The government is taking a hard line in anticipation of more demonstrations on July 9, the anniversary of the 1999 student demonstrations (which were put down by force, using gangs of conservative Islamic men to beat the students.)
