One western news report referred to the report as a secret but its no secret for anyone following familiar with Ankaras Kurd policies. A Turkish newspaper reported that the Turkish government says an independent Kurd state in north Iraq is unacceptable. Declaration of such an independent state would be cause for Turkish intervention (ie, invasion of north Iraq). The news report said there was no indication that Kurds in north Iraq planned on creating an independent state. Ankaras generals have argued that an independent Kurd state in north Iraq would increase Kurd separatist demands in southeast Turkey.
