The NPA (communist rebels), now that it has been declared an international terrorist organization, has found it cannot easily collect money overseas and move it to the Philippines. So the organization is increasing it's criminal activities (extortion and robbery), but many NPA members are new to this and not enthusiastic about becoming criminals.
