Because of budget cutbacks, training will be reduced in 2002. Troops training has been declining since the end of the Cold War in 1991, leaving many units barely able to function in a combat situation. The battle of Argun (15 kilometers east of Grozny) has ended in Chechnya, leaving 92 rebels and five soldiers dead. The battle ended when the last rebels fought their way out of the city.
