A group of Chechen rebels and their leader surrendered to the police. The number of rebels was not given, but such negotiated surrenders are becoming more common. Family members (who have decided to back the pro-Russian Chechen government) often handle the negotiations. The surrendered rebels are usually set free after debriefing. Some are settled in another part of Russia, as rebels still active will sometimes try and kill those who surrender.
