Ukraine has a deal with Russia where by the Russians lease the long occupied Russian naval base at Sevastopol. The lease runs to 2017 and 16,000 Russian sailors and 380 Russian warships (most of them small missile and patrol boats.) NATO says this arrangement will not be an obstacle in Ukraine joining NATO.
