Plans to have the first 10 of 32 National Guard teams that could help local police identify what kind of terrorist chemical or biological weapon was used in an attack have been continually delayed. The problem is that the mobile lab which actually identifies the weapon used hasn't worked as planned and in fact has endangered troops.--Stephen V
