One of the resources terrorists have long used is the "Triple Frontier" area of Paraguay where the borders of Paraguay, Brazil and Argentina meet. The Paraguay of side of this area has long been a hotbed of smuggling and the production of illegal documents. Over the years, Arabs fleeing violence in Lebanon have joined Syrians and other Arabs who have set up businesses here. The large Arab speaking community has made it easy for Arab speakers to obtain counterfeit passports, and just about anything else they want. Bring cash and you are welcome. After September 11, Paraguayan police, at the request of American officials, arrested local Arabs suspected of involvement in terrorist activities. After 17 Lebanese and Syrians were picked up, 11 were charged with various offenses.
