Energy Secretary Richardson said he was shocked to learn that there was no requirement to "sign out" the two hard drives full of nuclear secrets that went missing for weeks from the Los Alamos Laboratory. However, his predecessor, Secretary O'Leary, and the White House, had rejected a 1997 report from their own investigative panel that called for exactly such restrictions on those specific hard drives.--Stephen V Cole
