Afghan rebel leader Massoud has between 25 and 30 Scud missiles on transporter-erector-launcher vehicles at two sites within the Panjsher Valley. These are regarded as weapons of last resort. Some of these have recently been moved, perhaps to position them in range of key targets. Even if all were fired into Kabul, the resulting damage (while extensive) would hardly destroy the entire city. They might be better used to destroy the air base that is home to most Taliban aircraft.--Stephen V Cole
