The UN Security Council has ordered UN Secretary-General Kofi Annan to create two new offices to enforce sanctions against the Taliban government of Afghanistan. One will consist of five experts based in New York who monitor the sanctions; the other will consist of 15 experts in countries adjacent to Afghanistan who will look for violations.--Stephen V Cole
