The government is complaining openly to Pakistan about how the Taliban are able to operate openly in the Pakistani city of Quetta (across the border from the city of Kandahar, a major Pushtun and pro-Taliban area.) Meanwhile, the government continues negotiations with moderate Taliban leaders, trying to work out a deal that would allow Taliban style customs to exist in those areas where they were traditional.

The United States has pointed out to NATO countries that they have to send transport and combat helicopters to Afghanistan if they want to expand the peacekeeping force outside Kabul. So far, the NATO nations have not wanted to send a lot expensive equipment to Afghanistan. 

Preparations are under way to begin registering voters for elections. Registration is supposed to start December 1.
