In southeastern Paktia province, Taliban fired on a house used by a UN teams helping to register voters for upcoming national elections. The Taliban have threatened to kill anyone who helps with the voter registration and has vowed to halt the elections. The Taliban want an Islamic Republic, led by religious leaders, not an elected one. The Taliban opposition has been much more talk and threats than action. Most of the population, even in very pro-Taliban areas, oppose the Taliban policies of no education or economic opportunities for women and no democracy.
