NATO forces are raising their troop strength from 8,500 to 9,400 and are expanding their troop presence outside of Kabul. The NATO forces are also joining in efforts to stop heroin production. NATO has a vested interest in this, as much of the heroin from Afghanistan ends up in Europe.
