National elections for the legislature have been put off until September. Initially, they were to be held along with the presidential elections in June, 2004. But the presidential elections were not held until October, 2004, with the legislative elections to be held in the Spring of 2005. But delays in setting up procedures for nationwide campaigns for local representatives have in turn delayed the vote.
