The US is pressuring the totalitarian governments of Central Asia to clean up their act and get with true democracy and economic reform. But the Central Asian dictators are men of the Soviet past and don't really understand what the Americans are talking about. It will probably require a new generation of Central Asian leaders to make the needed reforms, and that will likely take another ten or twenty years.
