The general shortage of peacekeepers, and the greater need for them in Sudan, has stalled efforts to organize a peacekeeping force for Somalia. Also, Sudan has a government, and Somalia does not. The African Union and the UN would prefer to deal with a government, rather than an array of hostile warlords.
