More warlords are agreeing to pull nearly a thousand gunmen (and 85 trucks equipped with heavy machine-guns) out of Mogadishu, the old capital, so that the new government can set up shop. Negotiations are complex, with many promises being made to get things done. But all this could easily be undone. Some warlords are sending hundreds of gunmen to the Ethiopian border, to confront suspected intrusions by Ethiopian troops, or Somalis using weapons from Ethiopia.
