Defense Secretary Cohen told the US Senate that the Clinton Administration views the move of the Russian Parliament (which made ratification of the START II Treaty conditional on the US not deploying a missile defense system) is not valid or binding. Cohen said that the US would deploy a missile defense system if doing so was in its national interest.--Stephen V Cole
