While the Bush Administration did not get the annual NATO ministerial meeting (held in Budapest for the first time) to support its plans for national missile defense, it did convince them to drop the sentence (in 29 previous communiqus) describing the 1972 ABM Treaty as "a cornerstone of strategic stability".--Stephen V Cole
