The Bush Administration, State Department, and Pentagon have reached a decision that would allow the US to export Global Hawk strategic recon drones to some NATO allies, Japan, and Australia. The concern was over the Missile Technology Control Regime, which might consider the Global Hawk to be a "cruise missile" if it carried any armament. --Stephen V Cole
