Under a new defense law, Taiwan has placed its armed forces under control of the Ministry of Defense. Previously, the ministry was purely administrative and the General Staff HQ reported only to the president. The move also gives the legislature oversight over the military for the first time. Under the new law, some of the power of the armed forces chief will be delegated to the chiefs of each service.--Stephen V Cole
